Community Response has a 5 member Board of Directors.  The Board consists of community members, from diverse backgrounds, committed to Community Response's mission and willing to share their expertise and experience to guide agency policy and programming.  The following is background information on our Board of Directors.

Barbara McGhee, LCSW/MPH
Founding Executive Director

Barbara McGhee is Founding Executive Director of Community Response and has served in this position since the agency's inception in 2001. She is a licensed social worker and certified Hypnotherapist. She obtained her Bachelor of Science degree in Criminal Justice from Central Missouri State University in 1993 and holds Master degrees in Social Work and Public Health from Saint Louis University. She has worked with foster youth and their families for almost 20 years and has a passion for working with homeless youth and those with a history of out of home placement.

Lynette Lingard

Board President

Lynette has been in the human resources management industry for over 25 years. She holds a Bachelor of Science in Criminal Justice and Minor in Speech Communication, University of Central Missouri, Warrensburg, Missouri and Master of Science in Organizational Communication, Lindenwood University, St. Charles, Missouri. She also maintains Professional Human Resources (PHR) Certification.  She currently serves as Senior Human Resources Director at Hinduja Global Solutions, an International Multi location Information Technology and Customer Delivery Centers located in 6 countries.

She is the married to Raymond Lingard and the mother of three children, Richmond, Raymond Jr. and Raven.

Katrina Taylor is Board Secretary.  She is CEO of K. Taylor & Associates, LLC, which is a full service social service agency that provides transitional and independent living services, counseling to individuals, couples and families, employee assistance program services, mentoring services, outreach, and case management.  She is a licensed professional counselor.  She is the proud mother of one daughter, Kara, who is an alumnus of New York University and Columbia University in New York.  Ms. Taylor has been involved with foster care and youth concerns for nearly 20 years having worked as a mentor, speaker, therapist and outreach specialist in some of the most depressed neighborhoods in St. Louis. Through her work, she is committed to empowering youth and families to live productive and fulfilling lives.

Laura Weaver, is Treasurer of Community Response. She has a Masters Degree in Elementary Education and a Bachelors Degree in Political Science. She is also a member of Delta Sigma Theta Sorority, Incorporated. Currently, Ms. Weaver is a Counselor in the Normandy School District. She fully believes in and supports organizations that focus on helping young adults transition back into society as healthy and productive citizens. Ms. Weaver is also a mother of one son.

Felice Goddess Webster


Felice (Goddess) Webster is a mindset coach, java engineer, motivational speaker and founder of Goddess Queen Mother LLC. Goddess Queen Mother is currently a holding company for two business lines GQM Web Design and Development and GQM Consulting. Goddess has grown through surviving foster care and traumatic life events. Goddess often says “I have learned this in an effort to survive but these techniques can unlock greatness!” As a member of the community response board, she is looking forward to supporting young adults. Being that a former foster youth herself, she is very familiar with the issues faced by young adults attempting to transition into adulthood.  Find out more about her here:

Zakiya Radcliffe


Born in Ohio, but raised in Saint Louis, Zakiya Radcliff is a former foster youth of 12 years. She completed the Community Response Independent Living Program and "aged out" of the system with one goal in mind- to instill hope and empowerment in youth through self-respect, self-esteem, and self-confidence. CEO-Founder of 21 Thoughts LLC., she went on to do just that. Zakiya has travelled the country to share her story, at which time she began to realize her passion for youth development. Now working towards her associates in Business Administration at Independence University, Zakiya plans to expand her company, healing and helping the youth of today prepare to be the adults of tomorrow.
